So it your wondering who would do this google any government and look at the pictures.
If I ever found the person responsible, I would do to them what they did to the cats, ,humans can defend themselves, cats cannot when it comes to people, I would tie them up, cut off their eye lids and tie them on their back so they face the sun and cannot blink in the south Okangan, where it gets really bright and hot, sorry no excuse for treating animals that way,
If the perpetrator of this crime is ever found, I think the only suitable punishment would be to close them up into a plastic container and leave them out in the sun to bake. Perhaps by mere luck someone will stumble along to pop the lid minutes before their death but you can be certain that the experience would sure give whoever this inhumane person is a new perspective on how living creature should be respected.
Heartless cruelty is all I can say! As a pet owner and lover, this made me cry to watch. I have been in the unfortunate position of having to surrender a pet, and to me it's like losing one of the members of my family, and I grieve for them.

As an owner of two cats, if something were to happen and I was unable to care for them anymore, taking them to the SPCA would be my last resort (after asking friends/family if they could care for them). Something like THIS is way past last resort; it's actually unthinkable for anyone with a soul.
Who ever they are they deserve to be put in cages of my choosing. Those poor tiny kittens and they mom , how horrible for them and they are so cute. That goodness we have an SPCA to be their saviours.
