Should run and do run #'s are always different depending on a lot of variables. For starters, drivers (Which looks ok here.) then things like Temp, altitude, and humidity all play a roll in power output. What was the trap speed?
A completely STOCK Redline should be able to do 13.9 quarters. All those mods and you're only getting down to 13.55? I've only got the GMPP tune on mine (GM Turbo Upgrade they call it) and they say it'll hit under 13.70 on a good run. Stock exhaust and all...

So some intake/exhaust work and a tune put you from 14.6 to 13.5? Are you running drag radials?
