Frank Fahey is bluffing and huffing he can repeat he mantra of OECD, IMF, EU, ECB all he likes he is utterly out of his depth when he is dealing with Peter Matthews. "borrow this money from the ESB?" @Finnbar01 Fahy knows the truth, he's just a lying git. He uses all the usual bluff, and the committee is a circus anyway. They ask the witness to submit documents in advance and give him little time to speak, while the politicians waffle on for ages, lying and playing political football with issues that have huge affect on us, but not their secure pensions and expenses.
