Simply being naked around YOUR OWN house should not be a crime; if people choose to look in it's their own decision. If he was intentionally being indecent and knew there were people (especially children) it would be different, but this isn't the case.

Windows are put in homes(among other reasons) to be able to see out, for safety, not for nosy people to look in and spy on them.
