@MoFoPower Well, the idea of people running the country only goes so far. I mean, we're no eutopia. Our laws are passed through levels based on our House and our Senate, in which each law goes through extreme scrutiny and voting with those two powers. I suppose we're people-run in the sense that almost anyone could really get into office, it's not as much of a money-run as the U.S., because everything is supported by an elected official in the designated party...
@MoFoPower Canadian politicians aren't corrupted? Speaking as a Canadian, I can assure you that our politicians are as crooked as a politician of any other country. XD
@danutcase66: if you run a race only the first 3 people are acknowledged or PLACED so to speak eg 1st place 2nd place 3rd place, and only these people are rewarded with a medal/money etc. gold, silver, bronze etc. So the joke is if he is the village idiot did you come second or 3rd as far as idiots are concerned, did you PLACE! hope this helped!

I think the joke here is ... as in a horse race, where you have win, place and show (1st, 2nd, 3rd place), Allen is saying to his fellow soldier that -- while the dead soldier may have been the dumbest idiot in the village, his friend is the second dumbest idiot. At least, that's the only explanation I can come up with.
