Ha, kinda. Cable's creator, Rob Liefeld, definitely borrowed from the Terminator when designing the character. I don't think those robots at the beginning of the video are a part of Cable's timeline in the comics, so that was probably just the TV show's way of acknowledging the Terminator influence.
