Reasons not to publish
1. The reports and their conclusions maybe flawed or misleading in some manner and cannot verified as authentic.
3. Backlash from the pro war public and the loss of popular support for the 'war'
4. Editorial restraint/policy.
5. Political expediency
6. Not to give a propaganda victory to your enemy

--is just attacking the issue rhetorically. It is a difference though you are right, but the difference isnt what is needed (especially for criminal prosecutions that need to occur). We need much more rational action to torture. I cannot see prosecutions happening under the current democratic leadership, however, I am hopeful. But the actions obama has NOT taken on this issue are very disturbing to say the least. So there is a difference, but its not change from the establishment line.
