depends on what year your ford expedition is, if its 2000 or newer, its gonna have a sensor on the old filter, that HAS to be replaced or put back on so that it can sense air flow still occurs. If you took it off the car things the air filter is clogged and will not turn on. hope that helps!

The only reason you need to take the fender thingy off is to tighten the air filter. You can get a warm air intake, which is better than stock, but not as good as cold air.
