I like it, but I think targeting the shoppers is wrong. I think it is one of those things people just don't want to drag around with them, until they need it.
If it were me I would target the Malls, market it like a shopping cart, available at all malls would be great! It is there waiting for you when you arrive at the mall and you put them into corrals in the parking lot when you are done shopping.
