He wasn't handcuffed. That was the reason they were using those types of restraint techniques. Although it seems a bit over the top to the untrained eye, a lot of the techniques shown in this video are trained and approved methods.

Shit fuck guys!!! this is absolutely amazing!!! i have been to England in 2009 for a bachelor degree in business!! in 2010 i was walking down the road when 2 police officers arrested me with the same methods!! i have been convicted with 150 hours of community service(which i did it all) and 2000 pounds fine!!! i have done a really hard work and stood against all the pain and suffering but i ended up losing my 3rd year university VISA!!!! all becasue of a stupid police officer!!!

To me, it looks like he was trying to stop Aspinall from thrashing his head about, which a lot of drunken violent people do, again that's a taught technique. As for the onlookers, it was a busy town centre, there were quite clearly a lot of onlookers, and police know exactly where CCTV cameras are, they're not stupid.
