That is different. There was 130,000 people (many who weren't told what they were actually working on) on the Manhattan Project most of them set up in rural spots. Its harder to lie about 3000 people being killed in a Protest in the Nation's capital, and say that only 4-5 people died.

Then there is the case of the US Army giving smallpox blankets to Natives, though there is no proof of that. The British, however, did sometime before the creation of the United States
