no offince but its not called a rule book its the black templar codex containing the point value of the units ur thinking about getting

Actually, all Codexes are Army Rule Books, and are essential while playing. It's not about point values of units you think you're getting.

So it is a rulebook. And yes, I have read the entire Black Templar Codex. It is rules. And some additions of hints and tips and how to's.

You can get them at any Games Workshop shops.. Find out which are closest at you on Games Workshop's site. :) And nice choice. Just the same I collect :)

I DO, BUT IM NOT SURE IF I HAVE ENOUGH PATIENCE. like you have to paint them and stuff. and there is alot of rules. but idk.

You'll never know unless you try it :) My suggestion would be to buy a group of some men of Warhammer, shouldn't be the most expensive one. A cheap kit, that you like, is perfect. Then also buy one of Citadels hobby kits. It includes a brush, basic paint, glue and a bit more. I don't know the price, but should be about 30£. As I see you're from the states, I'd say roughly 60$. It may be even less, all about what kit you buy. So try that, and check if you really do have the patience :) Good luck!

Take your time, don't rush it, practise as much as you can.. It'll look great ;) As I know of experience, practise makes perfect :)
