Well if we are talki about thrash metal, then yes. punk influented many thrash metal bands. But if we are talkin about New Wave OF British Heavy metal, then the answer is "no". Every band from that style starting with Iron Maiden and ending with Deff Leppard or Saxon hated punk, As Steve Harris from Iron maiden said "We could say only that punk is shit" So saying that without punk there would be no metal is partially incorrect. NWOBHM was continue of hard rock tradition. Not punk.
