Mary just said that M.T.L was given access to cabinet documents and never released the information publicly with the embedded meaning and perception that by rote, and implicitly, she has established a level of trust....so why would it be so important then to ensure that this trust be maintained by the introduction of a *new* signed protocol? Trust and faith in government must not be blind.
