It's in Michigan, and it's an individual competition judged by the Michigan Color Guard Circuit (MCGC). There's a few different classes based on skill level, and there are multiple people competing for medals.
MCGC is basically WGI, but for Michigan. MCGC also does indoor percussion.

And you're on the DC? you're comment is plain dumb. This takes 20x more dedication and hard work than Military Drill.
