Actually, that's quite obviously a DAT edited video. He used a different weapon skill - Guessing Hobaku or something judging by the weak damage. The 'afterstrike' that spencer528 mentioned is actually just a regular great katana swing. This video is really old. Tachi: Kaiten is actually a really good weapon skill. >.> It has the power of a 300% yuki/gekko/kasha with only 100% TP.
