It is possible to sign up from the Netherlands and I do enter in the game ralated party offers but never actually have 'won' anything. But I reckon whilst is possible to subscribe from outside of the US a company like that probably won't ship internationally as the commercial advantage totally goes away due to Europe being a different commercial market.
