It could be some kind of a test, personally after listening to a number of these videos, I tend to think that sometimes people with SW broadcasting like to yank people's chains.
Sounds like XSL, "Slot Machine" to me, but the signal's really weak. Google "mystery signals of the shortwave" and there should be more info about that one
@KazilTheDarkeye it's not the Japanese slot machine (usually around (8400, 6400kHz I have it on vid) the slot machine, sounds like a SLOT MACHINE lol. This *could* be a radar type OTH but not sure. I'd search for digital/utility sound files online for matches.

I like this a lot. I have tuned to this frequency, there are strange noises but not this one yet. I have always found SW very interesting.
