My dad drew a paycheck from the federal govt for over 30 years (20 in the army, another 12 or so after he got out) and to hear him talk about it the nepotism you're describing is rampant in the civil service.

The upside was that it motivated me to leave and within 2 months I ended up getting a job that was several grades higher.

I too am a civil servant and was recently passed up on a promotion which was given to another person. I was then asked to work with this person for the last two months showing her how to do the job. I recently was given other responsibilities per my own request after she got angry with me for completing one of the more moderate tasks while she was on vacation instead of saving it for her. Now I am pleased to say that I am up for promotion again and there will be several opportunities soon.
my sister in law was asked to act up on at least three ocasions and three times she was passed over for promotion by people she had been asked to act up and be in charge of. they never asked those people to act up once. personally ime not going to get in a sweat over the crumbs from the table being swept into my corner. live well and explore and learn the world is amaizing imense incredible and its right inside outside your door.

I worked at a place for two years directly below my superviser and when, upon announcing his resignation, I was told by the owner of the company that his job would not be offered to me but advertised out and any application by me would be rejected. I was then told that I would have to train up the new superviser on just how to do their job and supervise me. I am very happy to say that the owner ran the company into the ground and is now bankrupt.
