I believe Rundas and Noxus are completely different species that reside in cold climates. Noxus's Vhoscythe is a typical Vhozon behavior adapted to be used as a weapon. Rundas, as far as we can see, does not possess the spinning behavior at all.

I just confirmed my theory via Wikitroid. They are completely different species that originate from completely different places. Rundas was born on Phrygis, a moon of Bes III. Noxus is Vhozon.

There is speculation that the two species are related, but it's not confirmed yet.
