This is DEFINITELY Toad The Wet Sprocket. This song is from the Empire Records Soundtrack.(1995). Then It was included in Coil (1997). Coil's versions is a little bit different than Empire's

Yeah this is not Fozzy but rather Toad The Wet Sprocket from the album Coil if I am remembering correct. Great record in its own right.
