The storyline would have to be different for luigi to be playable. I think he is playable though. Its really hard to get `120 start though

will you see if luigi is playable after collecting all 120 stars. Once you have all 120 stars fight bowser for the last time and watch the credits and it should tell you that you have unlocked luigi as a playable character supposedly the game is much harder when playing as luigi
