His interests were more aligned with very rich people who have been historically represented by the GOP and is the reason why Bush appointed him. As a Bush appointee he made sure that the rules favored the Banks rather than taxpayers. As far as more Dems voting for it than Reps this is because doing nothing was worse than passing a bad bill.
