No she didn't, she won the rights for domestic viewers to use foreign cards to watch 3PM games at home - Foreign channels in the pubs is still illegal due to copyright infringement. Only Sky and ESPN have the COMMERCIAL rights to show the EPL in pubs. And it will most likely stay that way.

You may find the Premier leage (protecting its investment with sky) will cancel the 3 oclock window altogether, or pull the rights for the EPL from foreign providers.
