It's a freaking flock of birds, cmon, it looks blatantly obvious to me. You can see the separate birds in the flock even.

as for the main one they discussed, The picture looks like a wave to me, I remember hearing about a certain sort of wave in the lake the Ogopogo supposedly lives in that looks like that. It's the result of boat wakes bouncing around for a while in a narrow area, maybe the bay that pub was near fits that profile.

Here's your answer Storyteller Media. After looking at the photo and the film shot of the same point, you can see that the water level is over a foot or more lower in the photo than at the time of the filming. I've lived long enough on the waterfront to know that even 6 inches of water is enough to cover land under it from sight completely. I surmise that the water level dropped enough to show the land underneath and the water movement passed it was enough to give the illusion of movement.

don't know but usually when i'm around the sea i don't pass my time shooting the surface hoping something come up... most of the time it happens to shoot something while shooting a photo to your friends/gf/family and then you notice there is something else you didn't notice before. or if you see anything it is not so simple to get the camera and get a nitid shoot of it. if it was so simple those things wasn't called animal x/monster of the deep and there was no doubt pending on them
