I agree... they are socially disadvantaged, let them have somewhere to go. Thinking we can "reform" them is daft as people only change when they want to. Making them criminals when they are not is scandalous and inhumane. Everyone in a civilised society no matter how disadvantaged should have food and somewhere warm to sleep at night. we should not criminalise them until they actually commit crime. Prevention is a better way however our current government seems to want to allow the reasons.
