The Plus4 was actually developed after the C64. Commodore were looking to make a slightly cheaper system, based around C16 hardware, but aimed more at the home office market.
Games made specifically for the Plus4 are almost non-existant, but it is entirely compatible with the C16, and games for that are more common.
