I was desperately running out of creative names at that point - I was originally going to make it Plymouth and Carlisle, the joke being they are in completely different parts of the UK meaning their city could be anywhere, but this seemed funnier :P

The tribute is MA113 - A113 was John Lasseter's classroom at college, and is often mentioned in not just every Pixar film (e.g. Mater's licence plate), but also in films and shows such as The Iron Giant and the first series of The Simpsons.
