At the bottom of the sea is the richest biodiversity found in the world. We know more about space than about the abyss of the ocean. This is no malfunction, no interference. The sound is the same as the call of a whale, but of such an intensity that the creature that made it would have to be much, much larger than a blue whale, the largest animal known to man. It's also interesting that the sound was recorded near the supossed location of R'lyeh according to Lovecraft.

While description of the creaure is vague many assume it is a large squid or octopus looking creature miles high. He writes that the creature itself is the embodiment of fear and that a frenzy of madness and neurosis would pursue if seen/thought about. Hope that helps :).
