Yes and no. We are supposed to "not know" whether this is the same person. Maybe Vagrant Story 2 would have explained more, but unfortunately we will never know now.
Well, in the PSX Tactics he was "Alazlam J. D.", and in the PSP Tactics he was "Alazlam Durai" so we can make the educated guess that yeah, it's very probably the same person.
