IF YOU ARE GOING TO INSULATE USE ATTICAT BLOWN INSLUATION!!! by far the best ive ever used. More prep work involved but it is well work it. Make sure you insulate with it than try to avoid going back into the atic to avoid depreciation of the r-value.
2009 IECC Section 402.2.3 and 2009 IRC Section N1102.2.3 reads: "Access hatches and doors. Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weatherstripped and insulated to a level equivalent to the insulation on the surrounding surfaces."
R-30+ is required! Battic Door makes an R-50 Kit to insulate attic stairs that meets all Code requirements.
