They released the guy because of the presumption of innocence. Remember: he's only been ACCUSED of the thefts, etc., until proven guilty beyond a reasonable doubt in court. Thus, unless he has a record of disobeying court orders or is accused of a particularly heinous crime, he'll get bail. A second arrest tends to be bail with a big cash deposit, lost when arrested. Now, after the third arrest... he probably won't get out again.
