You hand out punishment when due, you don't use violence as a method of control otherwise you stoke a fire of desire for revenge and so you perpetuate it. The thugs meting out slaps and punches are worse than the boys who fight each other and bully the young ones. They're causing much of the pain handed down. They are in effect producing more criminals for the streets.

I don't know if I'd survive prison. I have issues, and I'm still not sure if they are within me or without me or a mix. I'm not a serial killer, and I've never killed anyone. I'm usually not motivated enough to, but I'm into self-preservation. I sometimes get this weird euphoria feeling like I have right now. People think I'm on drugs. I'm told that under the USSR, there was no concept of "juvenile justice". Kids who committed crime were sent to adult jails. Soviet Justice was harsh and you could get 6 years for a simple assault (even if it was your first offense).

There are children's prisons in the US, also-- but they have different names, different goals. Echo Glen Children's Center in Washington State houses young offenders (up to and including murder) and provides education, rehabilitation and counseling that includes the family.But some people can't be saved.A recent book about it is titled "Paranoia and Heartbreak" by Jerome Gold- he worked there for 15 years.Russia has to deal with their juvenile delinquents -- with a drastically smaller budget.
