Rastafari doctrine does not state that smoking ganja is a necessity to reach InI.

InI is simply the revelation in each being that Jah lives inside all men.

When one comes to overstand that Jah lives inside him in all decisions, strife and joy. That is when man reaches InI. Ganja or no ganja, all men can be one with Jah in life and in death, and this is how InI overstand InI.

BUt selassie had no idea that the rastas thought that about him. He was christian himself.

Before being crowned "Negus" his title was "Ras" and his full name was "Tafari Makonnen" - Hence "RasTafari". RasTafari is also a name for God since it can be translated as "Master of the creation" and as far as I know, it has nothing to do with greek.
