High pressure is certainly a good system and I highly recommend it. However, I have also seen thousands of cracks repaired with caulking guns and it is equally effective in most cases.

to get it thru the wall you are going to need a lot more presure then a caulking gun the bare minium i hit to get tru an average crack is a couple hunderd psi but haircracks usually take up to 7000 psi
Would this work with very thin cracks in the floor/roof of a balcony? I have about 3 cracks the width of the balcony and the concrete floor is also the ceiling of the oil and water tank room in the basement.

Yes it should work. You may also need to seal the bottom as well as the top of the crack.
