its not from a quest, if you go up to barb assault theres this pond kinda thing south of it, and a jetti going out on the pond with a whirlpool at the end, I've heard that when u jump in theres blue drags, but i think thats after a quest or something, for me i just end up down the bottom of a waterfall with -10 hp
