Ben cannot be set free. He would not survive, would probably get in trouble with humans, and be shot. BUT, he should be in a sanctuary, where he can experience more of life, where he has both mental & physical stimulation. Many animal "welfare" laws only dictate that a non-human animal be provided with shelter and food. He is imprisoned for the crime of being alive.
