The final result only was contrapuntal like this in the development section, but to a much leser extent. Also look at the first movement of the op.106 or op.111 piano sonata, or the finale of op.101 which use fugal textures only in the development section.
Hearing how unlike these sketches are to the final result, one wonders how well Cooper's reconstruction of the 10th (from similar sketches) matches what Beethoven would have produced.
i am not an music expert....but it seems he used a lot of counterpoint technique to compose this work...so did his other late works
