@RHDB17 What appears to you as text on the screen is actually stored as numeric values in the text file. Your computer translates the numeric values into visible characters. It does this is by using an encoding standard. Long story short.....you dont have a japanese language pack installed.
@RHDB17 Computer programs like web browsers need language packs to read anything that is non default(for us its U.S or and English layout). Web browsers usually work well with identifying specific web pages language encoding but internet explorer google chrome and some others dont display the language. You need language packs installed to view.
