It's first mention in conjunction with a living U.S. President was in 1828, when the Marine Band performed it at a function attended by John Quincy Adams. Andrew Jackson was the first to have it used to honor him as President, and John Tyler was the first President to have it played at his inauguration. This was all before Sousa was born. Sousa did try to compose an alternative, but it didn't catch on..
