Y'know, Inee-chan from what I understand isn't his mom, or family, so I don't think she's giving him allowance, I'm pretty sure that's called rent, which would explain why she has to tell him at the start of the game since she used to give it to his dad, and now has to pay him, it would also make sense that they'd rent the house as, well 1) they've already let one person, Fuku-san, into their house, and 2) Notice how their house is ten times bigger then all the others.
