Do You Need to Play Professional to Get Silent Assassin Rank?

You don't have to, you can achieve it even on Rookie. I think the requirements are to not to kill any other guy than the targets (sedating is ok), not to be seen while performing a hit, and being stealthy - no red bar alarms, etc. You can achieve it easily by taking advantage of traps/accidents and distractions ;)

I don't know if they change by difficulty, but with Professional the requirements are no witnesses, no bodies found (accidental kills don't count, those bodies can be found) and only targets killed without accidents. You can kill everyone in the map and get SA, as long as you get all accidents.

Red bar doesn't count, being in places you shouldn't be doesn't count. You can shoot as much as you want, blow mines etc.

PC games have scalable graphics. They're on the absolute lowest settings here, presumably because the runner is recording on an old PC and using software like FRAPS instead of an external DVD recorder so the PC needs to not only run the game but also simultaneously encode audio and video and save it to disc. If the 360 tried to do this it would slow to a crawl.

The computer's ability to record video has absolutely nothing to do with how powerful it's Graphics card is or even it's actual speed. I'm just saying no need to make excuses.
