The Department of Defence in 1997 or 1999 said in a white paper "WE KNOW that other nations have weaponised tectonic technology, weather modification - and we NEED to get this technology NOW so that we can stay ahead of them" Then they went and got it. If you were to omit the speculation of reptilians from David Icke's findings, then I'd rank the man very highly indeed. But the fact of the matter is, it cannot be corroborated, and so Icke will always be greeted with disdain. This should not distract from his body of work though. As you will learn more from his books than any "new's" outlet will ever provide.
