My understanding is that the Russians liked some WWII vintage 6-axle ALCO RS-1 locos so much that they declared themselves to be licensees. Maybe they've gone on from 539s to duplicating 251s. They sure do smoke like some old ALCOs, and the exhausts look like 539 turbo discharge.
Now, if they'll work on injector limiting and the turbos, maybe they can improve fuel and _engine_ consumption.

The overal quantity of all 2ТЭ10 modifications were produced in the number like 8000+. But most of them already didnt work due to their age (first locos of ТЭ10 shipped in 1960).
