It was not wild unclaimed territory before then, it was the Ottoman Empire, then the British Mandate of Palestine, then when Irgun killed enough British troops and civilians, it was hot potatoed to the League of Nations and more than half was given to Irgun to make a country called Israel.

In the end of WW1 the British drove the Ottomans out and ruled this area (British mandate).
The Brits could do with this area whatever they wanted and they decided to establish a Jewish state.
European Jews started to migrate to Palestine in the 19 century, bringing new agriculture techniques, before they came this area was mostly abandoned, read Mark Twain's diaries
