No, there are tonnes of program you can use to edit your picture. It's best to sketch it, not on a computer first, and then outline and edit. Other program include: manga Studio, Paint Shop, Illustrator, Photo Shop, Paint (very limited) and Painter. But these are by nomeans the only ones.

also SAI is good at coloring and stuff like that... I usually make a sketch on a paper, scan it and make a lineart with a mouse tablet...and after that color 8D
