How long after the Hen starts gathering material  before she builds a nest?

My Hen has been gathering bits of string, burlap and grass but flies around with them only to perch then drop it. Is that normal?

I am trying to breed a Goldfinch X Canary Mule. ATM they are both paired together and have been awhile.
