you could call anything made with "tech" techno. or electronics "electronic music" or "electro" cuz names dont mean a thing. sure they make you feel more knowledgeable to know the difference between electro, techno, house... etc. but why worry about such things if the music is good.

Kraftwerk was some of the first techno if im not wrong, i do believe this is Kraftwerk. but it sounds like old school hip hop

You're right. It's also pissing me off. Kraftwerk is electronica or synthpop. Techno is a genre played by e.g. Carl Cox(he's awesome) or Richie Hawtin(minimal techno but it's techno). Electronic music IMHO is music which has the most genres and i don't know why people call it all Techno... Huge missunderstanging. Take care.

@joesonaplane it's probably because Kraftwerk anticipated some concepts that later evolved in genres like techno, it's true that they obviously aren't a techno act but they heavily influenced that kind of sound, even if indirectly.
