Their enrollment numbers are low due to threat of terrorist attack, and close to 100% of students are males, generally of Pashtu origin (Uzbeks and others do not recieve state education). I've been to Afghanistan and can tell you that schools there are nearly worthless and usually end up as weapon caches.

Then, they can begin constructing more efficient schools and centers of learning. After all of this has been implemented, they can begin to build facilities for science, health, etc. Doing so now is a waste of money and time since they have neither the skill or money to maintain it.
