the "game", sandbox (2 I think) is within a folder of the original Crysis game - just open it up in tools (if I remember correctly) and then open the Sandbox 2 folder! (and of course install the program)

Its the in game engine yes. you could run around etc while that was going on, the guy who created this video set the tornado up himself in the map editor which comes with the game
